City council: Presentations, cruelty to animals and massage therapy changes

The next Hastings City Council meeting will be held at 7 p.m. Tuesday, Jan. 21, at Hastings City Hall. Here’s a look at what’s on the agenda.

New city employees will be introduced. There are seven new employees in various departments.

The youth recycling program will make a presentation on the most recent group that earned funds through the program.

A proclamation will be read in honor of the United Way of Hastings’ 50th anniversary here.

The council will invite the public to comment on a proposed change to the city’s animal cruelty ordinance. The change would prevent a person from tethering an animal in a manner that deprives it of adequate food, water or shelter to tether an animal as the primary means of confinement.

The public will also be invited to comment on a proposed change in the rules for massage therapy establishments. The change would allow children under the age of 18 to be at a licensed massage therapy establishment as long as accompanied by a parent, guardian or other responsible adult who has written authorization from the minor’s parent or guardian.

The council will also consider approving a home occupation license for a business owner who moved his business and decreased the number of employees.
