City Council: Park and ride, bridge event security and a no wake zone

Tonight's Hastings City Council meeting will be held at 7 p.m. at City Hall. Here's a look at what's on the agenda.

City staff is recommending the council approve a contract for construction of the new park and ride lot in downtown Hastings. The lot will be constructed between Second and Third streets just east of Tyler Street. The city received six bids for the project, ranging from about $553,000 to more than $748,000. Staff is recommending approving the lowest bid, submitted by Pember Companies. Staff is also recommending the council accept an alternate bid item for LED lighting, which came in $2,000 less than base bid metal halide lights. The project will be paid for through a Metropolitan Council grant. The city will contribute funds for items related to the trunk water main extension, landscaping and turf improvements through the Bailly Street corridor. The Hastings Economic Development and Redevelopment Authority will pay for turf establishment on the northern 70 feet of the block.

A change to the cooperative agreement between the Minnesota Department of Transportation and the City of Hastings is being proposed. The change allows for the city to be reimbursed by MnDOT for providing security, traffic, crowd management and standby emergency medical services during the main span float-in events. Costs are estimated to be up to $44,200, with another $10,000 as contingency in case of cost overruns.

The council will consider a request from staff to seek quotes to remove stumps remaining from the June 19 storm in the public right of way which meet the Federal Emergency Management Agency criteria for reimbursement. There are 13 stumps in the city that would qualify. The estimated cost to remove them is $3,575.

In response to some residents' concerns that boat wakes were affecting their property in times of high water, the council's public safety committee is recommending a no-wake ordinance be created. Staff has suggested that no-wake notification and enforcement in high water events would be a better use of city resources.
