City Council: Infrastructure, amendments and a property sale

The Hastings City Council will hold its next meeting at 7 p.m. Monday, April 4, at Hastings City Hall. Among the items to be discussed is the assessments and project approval for the 2011 infrastructure improvements.

The council tabled ordering the improvements and assessments at its last meeting, March 21, after residents expressed some concerns over what they considered to be unnecessary improvements and a council member voiced an objection to staff's recommendation that assessments be ordered based on the initial cost estimate, rather than the final project cost. In order to move forward with the project, it must be approved by at least six of the seven council members.

Other items on the agenda include the potential sale of property along the South Pines housing development. The Parks and Recreation Commission and the Parks and Recreation Committee of Council discussed the sale two weeks ago and responded favorably. The land is undevelopable, and would be purchased by the Minnesota Department of Natural Resources, to be added to the Sand Coulee Scientific and Natural Area. There will be an opportunity for public comment on the sale at Monday's meeting.

Two new city ordinances will see their first reading and public hearing. The new rules are a result of discussions that occurred in setting the 2011 budget.

The first is an ordinance to identify vacant properties in Hastings, establish responsibilities for owners of vacant properties and outline administrative and enforcement parameters.

The second would require every alarm system to be registered with the city and be covered by a permit issued at the time of registration. There would be no fees associated with the initial permit or renewal, unless there is late renewal. First and second alarms would incur no fees, while a third and fourth false alarm would lead to a $100 charge. Five false alarms or more would be subject to a $250 fine.
