Felony-level order for protection violation is charged

Hastings Police have charged Michael Joseph Arvis, 45, Rosemount, with one felony count of violation of a domestic abuse Order for Protection (OFP). According to the criminal complaint, police were dispatched Aug. 20 to a residence in Hastings on the report of a violation of an Order for Protection (OFP). At the residence a female told police she currently has an OFP against Arvis. She is also the victim in a pending felony domestic assault against Arvis.

She said she had been allowing Arvis to come to the residence to see his children. He had been there the previous day and took her cell phone. He came back the next day and returned the phone. An argument began about money and a friend of the woman intervened.

Arvis came to the Police Department Aug. 22. He said he knew there was an OFP, but he believed it had been modified so he could visit the residence. He said he had been there every weekend.

A review of Arvis' criminal history shows he has four qualified domestic violence-related convictions within 10 years to constitute making this a felony charge.
