Notice is hereby given that the City Council of Hastings, Minnesota will meet in the City Council Chambers of Hastings City Hall, 101 4th Street E, at 7:00 PM on Monday, April 1, 2013, to consider the improvement projects generally described herein. The City Council will receive public comments on the proposed project scope, features, and estimated costs. Such persons who desire to be heard with reference to the proposed improvements will be heard at such time and place.
A reasonable estimate of the impact of the assessments will also be available at this meeting. Public comments regarding proposed special assessments will be received at a separate public hearing to be held on Monday, April 15, 2013. Property owners that would be impacted by the proposed assessments will be mailed a separate notification for this meeting.
10TH STREET E IMPROVEMENTS - TOTAL PROJECT COSTS ESTIMATE = $2,307,260.00
This project includes various levels of street, utility, curb and gutter, drainage, trail, and sidewalk construction, reconstruction and rehabilitation on 10th Street East between Ramsey Street and 18th Street (Trunk Highway 291). No new sidewalk segments are being proposed.

The total amount of the proposed assessments for this project is $255,851.88, of which $92,281.42 is proposed to be assessed to City-owned property.
The improvements program also includes the following infrastructure improvement projects. These projects will not be assessed.
CONZEMIUS RAVINE REHABILITATION & DRAINAGE IMPROVEMENTS - TOTAL PROJECT COSTS ESTIMATE = $708,845.00
This project includes drainage facility improvements, soil stabilization, excavation and grading within Conzemius Park and the ravine immediately to the west of the park.
VERMILLION RIVER LEVEE REHABILITATION - TOTAL PROJECT COSTS ESTIMATE = $60,425.00
This project includes removal of trees and other dense vegetation and replacement of embankment armor on a portion of the Vermillion River Levee just north of the County State Aid Highway 46/47 bridge.
CP ADAMS PARK PARKING LOT - TOTAL PROJECT COSTS ESTIMATE = $89,145.00
This project would construct a 38-stall off-street parking facility generally within the footprint of the existing gravel parking lot at CP Adams Park.
MALCOLM AVENUE DRAINAGE IMPROVEMENTS - TOTAL PROJECT COSTS ESTIMATE = $74,675.00
This project includes storm sewer installation and some curb and gutter construction on Malcolm Avenue approximately 175 feet northeast of the intersection of Malcolm Avenue and Trunk Highway 316.
Persons desiring to examine the exhibits and documents, including the assessment roll or persons having questions regarding project details may visit the Engineering Department at 1225 Progress Drive, or by phone at (651) 480-2334. The office hours are 7 a.m. to 3 p.m. Monday through Friday. Copies of said exhibits and documents may be obtained by paying the cost for such materials. The proposed assessment roll is also on file for public review at the City Clerk's office, located at Hastings City Hall, 101 4th Street E, Hastings, MN.
