The next Hastings City Council meeting, scheduled for 7 p.m. Tuesday, Sept. 4, looks to be a relatively quick one.
The preliminary levy and budget for 2013, as well as a proposed 2013 HEDRA tax levy, is set to be approved in the meeting’s consent agenda. Based on comments from the full council during its last meeting, staff prepared a preliminary levy that includes a 2 percent tax increase over 2012. The preliminary budget is being set at $26,937,840. The preliminary levy is being set at $11,980,920. Staff and the finance committee of council will have until Dec. 3 to make any further adjustments.
Also on the consent agenda is a resolution to designate Jaycee Park as a special event area during the time the new bridge span is moved into place. The designation would allow the city to issue vendor permits for the event.
On the main part of the agenda is an item that was tabled at the Aug. 20 meeting. Six bids were received for the construction of the new park and ride lot in downtown Hastings. Staff is recommending approval of the lowest bid, which was about $553,000 from Pember Companies. The parking lot will be paid for using $600,000 in funding from the Metropolitan Council.
The city’s engineering department is getting started on next year’s road construction project. The council will be asked to direct staff to prepare the feasibility studies for the project. The city is looking at reconstructing 10th Street between Ramsey Street and Highway 291, reconstructing Progress Drive, rehabilitating and reconstructing the Conzemius Park Ravine, rehabilitating and reconstructing a portion of the Minnesota Veterans Home sewer system and tree removal and re-stabilizing a portion of the Vermillion River flood control levy.
An update on bridge construction activities is also on the agenda.
