HASTINGS, MINNESOTA
The Regular Meeting of the School Board of Independent School District No.200, Hastings, Minnesota, was held on Wednesday, April 25, 2012, in the district office board room.
Board Chair Dan Cater called the meeting to order at 6:36 PM. The following members were present: Dan Cater, Dan Greil, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, Vince O'Brien and Superintendent Collins, none were absent.
A motion was made by Angie McGinnis and seconded by Lisa Hedin to approve the agenda as presented. Ayes all, nays none, motion carried.
A motion was made by Vince O'Brien and seconded by Dan Greil to approve the minutes of the March 28th Regular Board Meeting and the April 11th, Special Board Meeting. Ayes all, nays none, motion carried.
A motion was made by Dan Greil and seconded by Kyle Latch to approve the Bills Payable as presented. Ayes all, nays none, motion carried.
A motion was made by Teresa Moes and seconded by Vince O'Brien to approve the Charitable Contributions to District #200 for the 3rd quarter. Ayes all, nays none, motion carried.
A motion was made by Teresa Moes and seconded by Kyle Latch to accept the quarterly review of Student Activities. Ayes all, nays none, motion carried.
Good News
Superintendent Collins invited Tara Donohue Weiss and members of the United Way of Hastings Board of Directors to announce that the United Way of Hastings was allocating $12,200 to various school groups and programs for the coming year. Mr. Collins thank the members of the United Way for their continued commitment to supporting our schools and the students of our community.
Superintendent's Report
Superintendent Collins introduced Terry Johnson and Mike Karlin from the Hastings Bus Company for a brief update on the status of transportation since the major realignment from two tier bussing to 1.5 Tier bussing and the introduction of the courtesy bus routes this past school year. Mr. Johnson reported to the board that the changes have been mostly positive. Load counts have been monitored over the school year and adjustments have been made when necessary. They have not seen a significant change in the number of students receiving referrals since the addition of the K-12 routes for Pinecrest, the Middle School and the High School. Generally, things seemed to go well.
Mr. Collins invited the board to consider the first reading of the Policy 206 - Public Participation in School Board Meetings/Complaints about persons at School Board Meetings/Data Privacy Concerns. Collins explained that Policy 206 is not new to district however; the Policy Committee has been reviewing the policy to find ways to improve the ability for the public to address the board at an open meeting while still maintaining the data privacy rights of students and/or staff who could be impacted. Mr. Collins explained that after much review, the Committee has made the recommendation that individuals wishing to address the board complete the Request to Address the School Board form, which will be made available upon request from the Superintendent's Office or by visiting the District website to obtain a copy. The request will need to be returned to the Superintendent's Office at least 48 hours prior to the board meeting by fax, email, US Mail or in person. Policy 206 will have a second reading at the May board meeting at which time it will be an action item for consideration by the board.
Mr. Collins briefly outlined the elementary enrollment projections for 2012-13 and the impact on elementary hires. Kindergarten numbers are currently down slightly. If they rebound over the summer there is a potential for a late summer hire for a kindergarten position, or possibly at another grade level, if a current kindergarten teacher that has been shifted to another grade level for 2012-13 would be willing to shift back to kindergarten.
Mr. Collins discussed with the board the potential for some formal and informal board development training over the summer. The MSBA has a summer conference in August which is one possibility; he and the board will continue to look for development opportunities for the summer and fall.

A motion was made by Kyle Latch and seconded by Angie McGinnis to approve Friday, June 1st, 2012, as the last day of school for seniors. Ayes all, nays none, motion carried.
A motion was made by Vince O'Brien and seconded by Teresa Moes to approve a RESOLUTION DISCONTINUING AND REDUCING EDUCATIONAL PROGRAMS AND POSITIONS. BE IT RESOLVED, BY THE SCHOOL BOARD OF INDEPENDENT SCHOOL DISTRICT NO. 200, HASTINGS, AS FOLLOWS: THAT THE FOLLOWING PROGRAMS AND POSITIONS, OR PORTIONS THEREOF, BE DISCONTINUED:
KINDERGARTEN AIDE - 2 POSITIONS
Upon a roll call vote being taken thereon, the following voted in favor thereof: Dan Cater, Dan Greil, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, and Vince O'Brien; and the following voted against the same: none. Whereupon said resolution was declared duly passed and adopted.
A motion was made by Dan Greil and seconded by Angie McGinnis to approve a RESOLUTION RELATING TO THE TERMINATION AND NONRENEWAL OF THE TEACHING CONTRACT OF THE FOLLOWING PROBATIONARY TEACHERS:
