A 54-year-old Rochester woman, Carol Lynn Miller, who told the Minnesota State Patrol that she had moved to Hampton, but failed to provide that registration information to her correction agents, has been charged with one felony count of failing to register as a predatory offender.
According to the criminal complaint, Miller was convicted on criminal sexual conduct in the third degree in Rice County and is required to register as a predatory offender.
Earlier this month, the State Patrol stopped the Miller vehicle on Highway 52 because one of its headlights was out. She told the trooper she was driving home to Hampton; however her driver’s license listed an address in Rochester. She said she lives in Hampton during the work week. In checking Miller’s background, the trooper learned she was a predatory offender. There was no information about the secondary Hampton address on her registration material.
Miller was placed under arrest and taken to the Dakota County Jail. In a statement at the jail, Miller said she knew she was supposed to disclose any primary and secondary residences. She said she had being using the Hampton address for four months.
