Welfare check results in drug charge
A welfare check Aug. 9 on an individual at a Hastings park resulted in the individual being charged with a crime.
Justin Blake Quade, 21, St. Paul Park, was charged with one felony count of controlled substance crime in the fifth degree. According to the criminal complaint, police performed a welfare check at the park. As one officer talked to Quade in the parking lot, another officer arrived at the park. As the officer approached the Quade vehicle, he observed a spoon and package of syringes on the front seat.
Quade was asked to step out of the vehicle and the vehicle was searched. A silver-colored spoon with residue of a suspected controlled substance was found. An open package of insulin syringes with two missing was found. The spoon tested positive for heroin.
Quade was arrested and booked in the Dakota County Jail.
