A portion of Dakota County Road 46/47 will be closed beginning Monday, Aug. 2, as utilities are replaced and new asphalt is placed on the road.

The road will be closed for five days - through Friday, Aug. 6. The affected area is from Highway 61 (Vermillion Street) west to the Vermillion River bridge (just before the county highway shop). It is a distance of about 3/4 mile.

According to Ross Beckwith, construction engineer for Dakota County, the project is being coordinated with the City of Hastings and the county. The utilities need to be replaced and the road surface needs improving.

"The road will be closed as of 9 a.m. Monday, after rush hour and will continue through Friday," said Beckwith. Access to the apartment buildings near Oak and Maple street will be by those streets.

It is easier to close down the road entirely rather than keep a lane open, Beckwith said.

"When you're working with utilities, you have to dig up the road and it is easier, more efficient to do the whole road at once," he said.

Bright orange signs announcing the road closure were placed earlier this week. Detours signs will be posted as well, said Beckwith.

For those coming into the city on County Road 47, the detour will be General Sieben Drive to Highway 55, then to Highway 61. For those people living in the Riverwood area, access to Highway 61 is by 36th Street to the east.

Each year Dakota County rehabilitates about 25 miles of pavement. In addition to County Road 46/47, other rehabilitation work is being completed this week on County Road 91 from 210th Street to Highway 316 in Marshan Township.

This year's contractor, McNamara Contracting Inc., will be placing new asphalt in the driving lanes, and in the most cases the shoulders of the road. The end product will be a better-looking, longer lasting and smoother roadway, according to officials.

Most of the time permanent rehab is accomplished by overlaying the existing roadway with a new layer of asphalt. Occasionally, it is necessary to grind away an inch or two of existing pavement before placing the top layer of asphalt. This process is called "mill and overlay."
