Officers check on man; charge filed
A welfare check on an individual who possibly sustained a drug overdose Aug. 29 led to a charge of controlled substance crime in the fifth degree against Daniel David McConnell, 20, of Hastings.
According to the criminal complaint, Hastings Police were called to a residence in Hastings. When the officer arrived he spoke with one individual who said he was alone in the house, but that McConnell had been there and left. About a block from the residence, the officer observed McConnell walking in the street. The officer observed McConnell was sweating and was jittery. When speaking with McConnell, the officer observed he appeared to be under the influence of drugs. When the officer asked McConnell if he could search him, McConnell immediately placed his hands in his pockets, then removed them, and said the officer could not search him.
McConnell was placed in handcuffs, and the officer proceeded to open his pockets. He found a spoon with a handle that appeared to have drug residue on it. He also found a hypodermic needle.
McConnell was placed under arrest and transported to the Dakota County Jail.
