HASTINGS SCHOOL DISTRICT #200 NOVEMBER SPECAIL MEETING MINUTES

HASTINGS, MINNESOTA
The Special Meeting of the School Board of Independent School District No.200, Hastings, Minnesota, was held on Wednesday, November 13th, 2013, in the district office board room for the purpose of canvassing the November 5th General/Special Election.
Board Chair Dan Cater called the meeting to order at 6:35 PM. The following members were present: Dan Cater, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, and Superintendent Collins; Absent, Gordon Gathright.
A motion was made by Angie McGinnis and seconded by Teresa Moes to approve the agenda as presented. Ayes all, nays none, motion carried.
Action Items:
Member Vince O\'Brien moved the adoption of the following: RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT GENERAL ELECTION
BE IT RESOLVED by the School Board of Independent School District No. 200, State of Minnesota, as follows:
It is hereby found, determined and declared that the general election of the voters of this school district held on November 5, 2013, was in all respects duly and legally called and held.
As specified in the attached Abstract and Return of Votes Cast, a total of 4,582 voters of the district voted at said general election on the election of three (3) school board members for four (4) year term vacancies on the board caused by expiration of term on the first Monday in January next following the general election as follows:

Angie McGinnis, Dan Cater, and Scott Gergen, having received the highest number of votes, are elected to four year terms beginning on the first Monday in January 2014.
The clerk is hereby directed to certify the results of the election to the county auditor of each county in which the school district is located in whole or in part.
The motion for the adoption of the foregoing resolution was duly seconded by Member
Kyle Latch and upon vote being taken thereon, the following voted in favor thereof:
Dan Cater, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, Vince O\'Brien.
and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted.
Member Angie McGinnis moved the adoption of the following RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT SPECIAL ELECTION:
It is hereby found, determined and declared that the special election of the voters of this school district held in conjunction with the school district general election on November 5, 2013, was in all respects duly and legally called and held.
As specified in the attached Abstract and Return of Votes Cast, at said election a total of 4,553 voters of the school district voted on the question of renewing the expiring referendum revenue authorization of the school district for taxes payable in 2014 and thereafter (SCHOOL DISTRICT BALLOT QUESTION 1), of which 2622voted in favor, 1931 voted against the same, and there were 29 completely blank or defective ballots. Said proposition, having received the approval of at least a majority of such votes, is hereby declared to have carried.
The clerk is hereby directed to certify the results of the election to the county auditors of each county in which the school district is located in whole or in part. The clerk is also directed to report the results of the referendum revenue authorization election to the Commissioner of Education within fifteen (15) days of the date hereof.
The motion for the adoption of the foregoing resolution was duly seconded by Member Teresa Moes and upon vote being taken thereon, the following voted in favor thereof: Dan Cater, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, Vince O\'Brien and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted.
Member Kyle Latch introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING ISSUANCE OF CERTIFICATES OF ELECTION AND DIRECTING THE SCHOOL DISTRICT CLERK TO PERFORM OTHER ELECTION RELATED DUTIES
WHEREAS, the board has canvassed the general election for school board members held on November 5, 2013.
NOW THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 200, State of Minnesota, as follows:
The chair and clerk are hereby authorized to execute certificates of election on behalf of the school board of Independent School District No. 200 to the following candidates:
a. Angie McGinnis
b. Dan Cater
c. Scott Gergen
who have received a sufficiently large number of votes to be elected to fill vacancies on the board caused by expiration of term on the first Monday in January next following the election, based on the results of the canvass.
The certificate of election shall be in substantially the form attached hereto.
After the time for contesting the election has passed and the candidate has filed all campaign financial reports required by Minnesota Statutes, Chapter 211A, the clerk of the school board is hereby directed to deliver a certificate to each person entitled thereto personally or be certified mail.
The clerk is hereby directed to enclose with the certificate a form of acceptance of office and oath of office in substantially the form attached hereto.
The motion for the adoption of the foregoing resolution was duly seconded by Angie McGinnis and upon vote being taken thereon the following voted in favor thereof: Dan Cater, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, Vince O\'Brien and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted.
There being no further business a motion to adjourn the meeting was made by Vince O\'Brien and seconded by Lisa Hedin. Ayes all, nays none, motion carried. The meeting adjourned at 6:40 PM.
