HASTINGS, MINNESOTA
The Regular Meeting of the School Board of Independent School District No.200, Hastings, Minnesota, was held on Wednesday, April 23, 2014, in the Hastings Middle School Auditorium.
Board Chair Vince O\'Brien called the meeting to order at 6:33 PM. The following members were present: Dan Cater, Scott Gergen, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, Vince O\'Brien and Superintendent Collins, none were absent.
A motion was made by Dan Cater and seconded by Lisa Hedin to approve the Agenda. Ayes all, nays none, motion carried.
A motion was made by Angie McGinnis and seconded by Dan Cater to approve the minutes of the March 26th, 2014, Regular Board Meeting. Ayes all, nays none, motion carried.
A motion was made by Lisa Hedin and seconded by Dan Cater to approve the Bills Payable as presented. Ayes all, nays none, motion carried.
A motion was made by Kyle Latch and seconded by Angie McGinnis to approve the Charitable Contributions to District #200 for the 3rd Quarter. Ayes all, nays none, motion carried.
A motion was made by Teresa Moes and seconded by Kyle Latch to accept the quarterly review of Student Activities Account. Ayes all, nays none, motion carried.

A MOTION WAS MADE DAN CATER TO APPROVE A RESOLUTION APPOINTING HEARING OFFICER PURSUANT TO MINNESOTA STATUTES SECTION 122A.40.
WHEREAS, the School District has proposed certain teachers for unrequested leave of absence pursuant to Minnesota Statutes Section 122A.40; and
WHEREAS, one or more teachers may request a hearing pursuant to Minnesota Statutes Section 122A.40; and
WHEREAS, the School District needs a hearing officer to conduct the hearing and render findings and conclusions, should a hearing be requested.
NOW, THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 200 as follows:
1.That Steven Rutzick be appointed to serve as the hearing officer for any unrequested leave of absence hearings.
2.Said hearing officer is highly qualified to act as hearing officer as described by Minnesota law. A copy of Steven Rutzick\'s qualifications and background are attached.
The motion for the adoption of the foregoing resolution was duly seconded by Member Teresa Moes, and upon the reading being waived and the vote being taken thereon, the following voted in favor thereof: Dan Cater, Scott Gergen, Lisa Hedin, Kyle Latch, Angie McGinnis, Teresa Moes, Vince O\'Brien; and the following voted against the same: None whereupon said resolution was declared duly passed and adopted.
A MOTION WAS MADE BY DAN CATER TO APPROVE A RESOLUTION DISCONTINUING AND REDUCING EDUCATIONAL PROGRAMS AND POSITIONS
WHEREAS, the School Board of Independent School District No. 200, Hastings adopted a resolution on
January 22nd, 2014, directing the administration to make recommendations for reductions in programs and positions, and

1.That it is proposed that Karl Jacobsen, a teacher of said School District, be placed on unrequested leave of absence without pay or fringe benefits, effective at the end of the 2013-2014 school year on June 30, 2014, pursuant to Minnesota Statutes Section 122A.40, subdivision 10 and Article XIII of the current Master Agreement between the School District and the exclusive representative and pursuant to Minnesota Statutes Section 122A.40, subdivision 11; and
2.That written notice be sent to the teacher regarding the proposed placement on unrequested leave of absence without fringe benefits as provided by law and said notice shall include a date for hearing if requested and be substantially the following form:

Under the provisions of the law, more specifically Minnesota Statutes Section 122A.40, subdivision 7, you are entitled to a hearing before the School Board provided that you make a request in writing within 14 days after receipt of this notice. If no hearing is requested within such period, it shall be deemed acquiescence by you to the School Board\'s proposed action.
