City Council: Street turf, subdivisions and the waste service transition
The Hastings City Council will hold its next meeting at 7 p.m. Monday, Nov. 19, at City Hall. Here's a quick look at what's on the agenda.
Public Works is requesting approval to repair boulevard seeding from the 2011 street reconstruction project that didn't survive the summer heat and drought. Homeowners in the project area had expressed concerns about the quality of topsoil being used to finish the project, and blamed the topsoil for the turf's failure. The repairs will cost anywhere from $20,000 to $50,000 depending on the details of the repair. The Operations Committee recommended offering three options to residents: spread a new layer of compost seeding over the dead areas, top dress the areas with two inches of topsoil from the city's industrial park stockpile and cover with compost seeding or excavate and replace four inches of topsoil from the dead areas and cover with compost seed.
A property owner is returning to the council to request councilmembers to reconsider their vote to deny his previous application for a minor subdivision. The original request was to split a vacant lot at 1654 and 1660 Tierney Drive into two, allowing two single family homes to be built there. The council voted against the division on Nov. 5. City code allows a council member of the voting majority - one who voted no, in this case - to make a motion to reconsider the vote.
Tennis Sanitation will make a presentation to the city council regarding its transition plan for taking over the city's residential solid waste collection and recycling program. Tennis will replace Waste Management as of Jan. 1. The presentation will include information on containers, prices, schedules and materials.
The council will also discuss the 2013 budget. The discussion will focus on reviewing the most recent suggestions and addressing the next steps leading to final adoption.
