City Council: Site improvements, well repairs and next year's taxes

The Hastings City Council will hold its next meeting at 7 p.m. Monday, Dec. 3, at City Hall. Here's a quick look at what's on the agenda.

The city's Truth in Taxation hearing will be held for the 2013 budget. The hearing is an opportunity for the public to review the proposed changes to city taxes and comment on them. The proposed budget is about $394,000 greater than the 2012 budget, an increase of 1.52 percent. The property tax levy being proposed is 2 percent higher than in 2012, or an increase of $234,092. The total proposed city tax levy is $11,980,920. The total proposed budget is $26,333,433. The final budget is scheduled to be adopted at the Dec. 17 council meeting.

Staff is asking the council to award a contract to Keys Well Drilling Co. for a rehabilitation project on Well No. 4 and Well No. 3. The contract would be written for $190,120. Staff expects actual costs to be between $75,000 and $100,000. The higher contract amount includes virtually every type of maintenance cost, and only a portion of the bid items will actually be used. Staff noted that this type of contract is common in the well maintenance/rehabilitation industry.

Two property improvement projects will appear before the council. One is for an addition to the Las Margaritas restaurant at 2100 Vermillion St. The restaurant is proposing an addition to the south side of the building, a seasonal patio and more parking. The Hastings Bus Company is also seeking approval to expand its parking lot as well as designate an area to be used for Tennis Sanitation's new yard waste pickup site.

An agreement with the Hastings Rural Fire Association is about to expire. The agreement allows the association to purchase fire and ambulance service from the city. A proposal to approve a new contract will be considered. If approved, the association would pay $497,000 a year in 2013 and 2014. The payment would increase at a rate of 1.5 percent in 2015, 2016 and 2017.

A new lease agreement between the city and Hastings Marina, Inc., is also up for discussion. The proposed lease would cover five years.
