City Council: Regina sale bonds and local taxation

The next Hastings City Council meeting is scheduled for 7 p.m. Monday, Dec. 2. Here’s a look at what’s on the agenda.

The council will consider a proposal to enter a joint powers agreement with the City of St. Paul Park in order to allow that city to issue bonds not to exceed $5 million, which will be used to finance the Benedictine Health System’s acquisition of Regina Senior Living, a 61-bed nursing facility and a 127-unit assisted living and memory care facility in Hastings.

The city’s annual Truth in Taxation hearing will also be held Monday evening. The hearing will present the proposed 2014 city budget. The public will be invited to comment. The total budget proposed for 2014 is $28,144,674. This is about $1.8 million more than the 2013 budget. The proposed tax levy is $11,610,920, about $370,000 less than the 2013 levy. The 2014 tax rate is also proposed to decrease by 3.1 percent.

The budget is scheduled to be approved by the city council Dec. 16.
