City Council: The new chief, Red Rock update and a bank building site plan

The Hastings City Council will hold its next meeting at 7 p.m. Monday, Nov. 4, at Hastings City Hall. Here’s a look at what’s on the agenda.

The city’s new chief of police, Bryan Schafer, will be sworn in and will officially begin his career here. There will be a welcome gathering held at the police station before and after the swearing in.

A presentation will be made on the Red Rock Corridor. An alternative analysis is being conducted, and the council will be updated on that process.

Another step in the downtown development discussion will be taken. The city is asking the council to accept a proposal from SEH, Inc., for assisting the city with the project planning and management necessary to rehabilitate the watermain system in downtown Hastings. The system was constructed in 1906 and is part of the city’s original system. Staff has suggested structurally lining the watermains rather than fully replacing them, in order to minimize the impact to traffic flow, parking and storefront access. A lining material takes the place of the old pipe, without having to remove the old pipe from the ground, while extending the life of the pipes 50 to 75 years. SEH’s consultant engineering services would cost no more than $125,000, which falls within the normal range of 15 to 20 percent of the project cost.

First National Bank submitted a site plan that lays out the details of the reconstruction of its location along North Frontage Road and Pleasant Drive. The existing building will be demolished and a new, larger building will take its place. The council will review the plans and decide whether or not to approve the project. The Hastings Planning Commission has recommended approval.
